What the Canadian state built
From the pipeline to the campus
The unit created in 2017 to police Indigenous opposition to pipelines was renamed on 1 January 2024 with a wider mandate. One hundred and nineteen days later it was convening municipal police over a Palestine encampment — naming Fairy Creek, Trans Mountain and Coastal GasLink as its reference points.
That is one apparatus covering both. It is not a shared cycle: on this record the two tracks meet once, in 2024. The other Canadian steps do not track the operations on the first figure.

Agenda-setting lag
The press does not tell people what to think so much as what to think about, and the transfer is not instant. The empirical literature puts the span between a press agenda and measurable public salience at roughly two to six months, varying by medium — shortest for broadcast, longest for print and news magazines.

The registry is where the ask is written down.
