# Paired-wave research: 1948-2026

Research date: 7 October 2026. This report accompanies `paired_wave_1948_2026.png` and the machine-readable `paired_wave_evidence.json`.

## Finding

There are documented links between military episodes and institutional mobilization. The clearest early evidence is ADL's own attribution of communications work to the 1967, 1973 and 1982 wars. These are Israel-advocacy actions, not interchangeable measures of antisemitism discourse. The 2015 UK inquiry explicitly followed the 2014 surge of reported antisemitic incidents associated with the Gaza war. October 2023 contains several precisely dated, publicly coordinated actions within days of the episode onset. [S13, S19, S20, S25-S29]

This establishes recurrence in selected cases. It does not establish a continuous two-wave statistical correlation, an increase in synchronization over 78 years, or a single directing institution. The graph therefore uses event markers, as required by the handoff when comparable quantities are absent. No smoothed curves or invented amplitudes are used.

## How to read the graph

- Red: selected military/territorial episodes. An onset marker does not imply the episode ended immediately or that occupation disappeared between markers.
- Blue filled circles: dated antisemitism-related institutional actions. Dates range from month precision to exact day precision.
- Open blue diamonds: Israel-advocacy activity explicitly linked to a war in institutional history, but with no verified launch date. These sit at the associated year for orientation only; do not calculate day lags from them.
- Open grey squares: pre-existing or background institutional developments. These prevent the diagram from depicting every action as an immediate response to a war.
- Vertical early connectors show an explicit institutional attribution, not a measured lag. Dotted connectors indicate chronological pairing, not causality.
- Label grouping in 2002-04 and 2024-26 is typographic only. Individual observations remain in the ledger.
- No country-comparable intensity or annual incident series is available in this assembled evidence. Marker density reflects source selection and surviving records, not measured mobilization volume.

## Scope corrections

The handoff's candidate list mixes historic Palestine with regional wars. Sinai in 1956, the Egyptian/Syrian fronts in 1973, and Lebanon in 1982 and 2006 are retained as explicitly marked regional extensions. The 1973 onset was an Egyptian/Syrian attack on Israeli positions, not an Israeli-initiated offensive. The 2006 regional anchor follows Hezbollah's cross-border attack. Uprising onsets also differ analytically from Israeli operation launch dates. These events must be stratified before any causal model is fitted. The 1991 Gulf War candidate is excluded from the main material series because no matching Israeli military/territorial onset was verified here.

The 1948 marker denotes a year of displacement and state formation, not a claim that the Nakba began on a single date in that year. The 2023 marker denotes the onset; it is not an uninterrupted intensity estimate through 2026. Later institutional records are plotted without inventing matching military peaks.

## Institutional event ledger

A lag is action date minus selected episode anchor. It measures elapsed calendar time, not time to the first response, unless the source establishes that fact. Negative values identify prior infrastructure. Blank lags mean date precision or pairing is insufficient. No exact day is imputed for year-only or month-only records.

## What is coordinated, and what remains inference

**Documented coordination:** a jointly issued J7 statement; an ADL-organized workplace pledge with corporate signatories; a UK government-convened meeting with technology platforms; and a jointly issued G7 statement. These are public, named institutional relationships. They establish coordination within each initiative. [S25-S29]

**Not established:** a single cross-institutional command directing all these activities, fabrication of antisemitic incidents, a plan to conceal military conduct, or coordination with Israeli operational decisions. Co-occurrence cannot decide those propositions.

The October 2023 sources explicitly cite the Hamas-led attack and ensuing antisemitism or online content. That attack and Israeli airstrikes share the selected calendar date. The observed lags therefore cannot isolate a response to Israeli escalation from a response to the attack, threats to Jewish communities, or subsequent events. This is an identification problem, not grounds to discard the documented institutional connections.

J7 was formed on 25 July 2023, 74 days before the October anchor. Its membership spans the US, Canada, UK, Germany, France, Argentina and Australia. It is not the G7, whose country membership includes Italy and Japan instead of Argentina and Australia. J7's October action is activation of an existing network. [S24, S27, S29]

## Historical-wave assessment and unresolved claims

The handoff's 1981-83 country totals, 1987-88 incident counts, 2021 incident totals, conceptual genealogy dates, German corporate campaign and December 2023 G7 item are not silently promoted to verified data. They remain outside this graph pending original-source verification. Incident counts would form a separate variable, not substitutes for institutional mobilization.

## Why a response-speed trend is not justified yet

Comparing a 2015 completed inquiry report with a 2023 press release produces a misleading acceleration claim. They have different production times and endpoints. Earlier records are sparse and retrospective; current releases are precisely timestamped and easier to find. The sample was selected from suspected matches, so it lacks a denominator of all material episodes and all institutional actions.

A quantitative continuation should predefine event thresholds and institution types, collect all actions inside and outside symmetric event windows, preserve launch/announcement/publication distinctions, record negative cases, and compare like-for-like actions. Model competing triggers separately. Measure media discourse from a stable outlet corpus rather than treating selected releases as its amplitude. This evidence map is a documented synthesis, not that completed causal dataset.

## Sources

Links are the source registry for every marker and ledger row. Organizational self-histories establish what the organization says it did; they do not independently validate every underlying characterization. Some UN pages were available through indexed text while direct fetches returned access errors. No inaccessible full text was treated as read. G7 S29 is a reproduction of the primary statement in an academic archive.
