Volume XI · une chronologie à deux pistes

Vagues

Volume XI The figures carry this one. Tap any crest on the waves and that year's record opens underneath it; the hearing says what the picture is made of, and the full ledger is folded in at the foot. The institutional layer begins in 1760, not 1948 — that is the first figure, and it is there because starting at the state implied something false.

Objective
Perception management

Actions to convey and/or deny selected information and indicators to foreign audiences to influence their emotions, motives, and objective reasoning; and to intelligence systems and leaders at all levels to influence official estimates, ultimately resulting in foreign behaviors and official actions favorable to the originator’s objectives.

quoted verbatim · Joint Pub 1-02, DoD Dictionary of Military and Associated Terms, 1994, amended to 2000 · S42
United States military doctrine, concerning foreign audiences.
Delivery
Firehose of falsehood

A propaganda model with four features: high-volume and multichannel; rapid, continuous and repetitive; lacking commitment to objective reality; and lacking consistency. Volume and repetition across many channels do the work that evidence would otherwise have to.

summarised from the source · Paul & Matthews, RAND PE-198, 2016 · S43
A model of Russian state propaganda, named and described as such by its authors.
Timing
Agenda-setting lag

The press does not tell people what to think so much as what to think about, and the transfer is not instant. The empirical literature puts the span between a press agenda and measurable public salience at roughly two to six months, varying by medium — shortest for broadcast, longest for print and news magazines.

summarised from the source · McCombs & Shaw 1972; later time-lag and meta-analytic work · S44 S45
A general finding about media and public agendas, not about any particular actor.

For scale only: the interval drawn above is 74 days, which is 2.4 months.
