Of the 132 billion, only the A and B bonds — 50 billion — carried a payment schedule. The remaining 82 billion sat in C bonds: interest-free, unscheduled, and payable only if a future Allied committee found Germany able. Political leaders on both sides treated the headline as fictional at the time it was published. S2
